In my opinion, quality can be discovered, not invented. (If that is what you mean by "intelligent innovation").
Quality comes across when we recognise and apply it effectively. It is something that is present at the back of our minds or at the subconscious level.
It is something like recognising the sweetest smelling flower in a garden, going up to it and taking a deep breath.
Intelligence is a quality that comes from within, has to be drawn out and nurtured.
