If I am reading you correctly, you are suggesting that both
inaction and knee-jerk revenge are low quality responses.
High-quality responses are creative--they transform the outcome by
shifting from a narrow perspective that excludes large numbers of
people, places and things to a broad perspective that includes as
many people, places and things as "reasonably" possible.

That is why I also agree with Dylan's comments about asking some
god to bless our country.
We need a broader, more inclusive (global?) perspective of all
life (rocks, rabbits and rivers) here on this planet.
Nationalism, like most ism's is a religion where the only "good"
people are the ones in your little "in" group.
May whatever gods that exist save us from that.

Actually, when "eye for an eye" justice came along, it was a big
improvement. Before that, the tribe in the next valley would seek
revenge for your tribe's stealing one sheep by killing all your
women, burning all your tents and stealing all your sheep.

In that sense, we need a "measured" response to attacks against
America or anything else.
In the disderata, it says something about striving to be on good
terms with everyone--short of surrender.
The history of the world reminds me that we are woefully
ill-prepared to venture out into the Cosmos.
We have not yet learned to get along with "aliens" right here on
our own planet.
And I am including the hostile act of stepping on ants and pulling
what most people call weeds up by their roots...

Maybe we need an invasion from Mars instead of an attack on
America?
Now that would be a call to global togetherness.
But then, of course, we'd have to have an attack on the solar
system from Galaxy X...
Where will it end?
If we don't learn to think and behave in a quality way?
