Self evidently there is NO difference.

I rather assumed that the question was going to lead to some reference to
U.S. foreign policy over the years, which has lead America to court some
pretty repulsive people in the persuit of it's own political and economic
self interest.

You have to stand back and ask, who is 'without sin' in this regard. You
find that all the major player nations are just as guilty.

Afghanistan was invaded by a foreign Army. I do not believe that providing
assistance to the invaded nation (albiet unofficially) could be classed as
terrorism by proxy. Compare it with the bombing of the Rainbow Warrior by
French intelligence officers (a perspective provided in a link below) which
begs the question, "If it looks like terrorism, if it smells like terrorism,
is it terrorism?"
