If a Metaphysics of Information were to be constructed along similar lines to
the MoQ then the initial split
would, I think, be into Data and Noise. Data could be considered the
equivalent of Static Quality in that it is
decoded/categorised/experienced Information.
Noise could be considered the equivalent to Dynamic Quality and Noise is
probably the more interesting
aspect of an information transmission system in that it is not certain that
what is contained within the
concept of Noise is redundant/useless Information or Information for which
there is no immediate purpose.
In other words Noise may contain potentially coherent Information (Data) but
this is not recognised as such
until an application of some form interprets it as such... Today's Noise is
tomorrow's Data with an
historic perspective. Sounds DQ-ish to me.

Continuing the ramblin' mode, let me toss out another potential model...
DQ is pure experience. We then build models derived of this experience --
models that divide and combine the patterns-of-experience into INFORMATION
and NOISE. Those reducing uncertainty we call information. Those not
reducing uncertainty we call noise.
The distinction of information from noise is partially dependent upon the
system in question. Different systems will perceive info and noise
differently. Individually and collectively, we are systems ourselves (we
derive this from experience too), and are subject to the same limitations as
other systems. We cannot be sure that what is noise to us couldn't be info
to some other system, or even to us in the future.
If this model is of any value, then there is KNOWLEDGE even in determining
noise FROM info. We can learn where to focus to reduce future certainty, and
where to focus when current certainty is needed.
Also, I would agree that reducing uncertainty, finding new value patterns,
creating info out of noise, further refining noise from info, etc is PURSUING
DQ.
