Dear Rick,
Your 11/3 19:48 -0800 proposal to define terrorism by likely harm to
civilians seems a step in the right
direction to me indeed. Problems occur when we ask ourselves if civilians
are always innocent and/or distinguishable from e.g. guerillas and when
those who use violence claim that short-term harm to civilians is offset by
(for them likely) long-term benefits.
