Matt,

I think the confusion is that we are not certain, or at least I am not,
  on where to draw the line between public and private. Also, on the
meaning of "secular". Here Carter has a point. It can be taken as
meaning "public decisions shall be made as if religion is false or
irrelevant". But, as I said, I think this is a lesser danger than the
danger of making public decisions on the basis that a particular
religion is true. The only exception I can think of is too general to
see what can be done about it, without imposing cures that are worse
than the disease. That exception is the promotion, by government and
media, of material gratification over spiritual.
