I would agree that excessive apathy and excessive
minority power could both a problem, as could excessive
zealotry. However, varying voter participation rates,
along with representation, allow minorities to be
represented in democracy as long as their positions
aren't too extreme. Democracy is more sophisticated
than it appears.
