A note in passing: if government should protect against harm to individuals,
then ours in the U.S. doesn't do a very good job. Potential murderers are
free to do anything they wish; only after they've murdered are they subject
to legal action.
I think it might be better to say that government should provide an
environment in which practice of the Golden Rule *may* thrive. There are no
guarantees.
