Equanimity is that which at this time not being shared.
In a world of extreme differences of access to resources, those who have
extreme access to resources should share what they have access with those who
have little or no access at all.
Primarily this means food, shelter, medical provision and dignity.
If i ever become hungry enough i will steal in order to feed myself.
As for the enforcing of equanimity? In order for equanimity to reach
equilibrium there has to be a degree of variance from that which constitutes
equilibrium, and that which constitutes a variance from equilibrium is
radiated throughout the world in images of gross opulent US materialism.

If those peoples who are not Saudi Aristocrats had access to an equal
distribution of wealth generated by Oil revenue, then there may be at least a
few less hungry people in the world?
