is there a contradiction between ZAMM and Lila regarding the question of morals?

does the statement '...and what is good, phaedrus, and what is not good - need we ask anyone to tell us these things?' preclude the need for an explicit moral system?

or are the two approaches complementary - one intuitive, one rational?
