quote seems to be about the seperation of church and state as it relates to
public discourse. Is that the context of his remarks?

beliefs, or the lack of them, will influence political convictions. Of
course they will. It is another thing to say ... that the public square
should be open to 'religious argument' [or philosophical], or that
liberalism should 'develop a politics that accepts whatever form of
dialogue a member of the public offers'." The problem for Rorty is how we
incorporate philosophical arguments into political debates. Nothing would
get done if legislators sat around all day debating philosophical issues.
So Rorty thinks the best thing to do is partition off philosophy to be done
in private, and use commonly held premises for public debate on policy.
