I'm not so sure about this. Throughout LILA Pirsig continuously refers to
"conflicts" between levels that must be resolved with one asserting
supremacy over the other (see LILA in and around p.183). This certainly
sounds alot more like a "battle" than a "balance". While a "balance" may
be "ideal from a Dynamic point of view" (which I'm also not sure of
'balance of levels' suggests a lack of Dynamics!!! No? ) Pirsig clearly
describes the levels operating in terms of battles with a winning level and
a losing level.
