What about seeing it this way:
Degeneracy implies that a pattern of values 'slips' from its static latch.
It falls back on the next lower static latch (of a next lower level -as when
a living body dies and decays- or of the same level, but of lower
quality -as when a democracy is substituted by a dictatorship by a coup
d'etat-). It implies change of a pattern of values into another but ALREADY
EXISTING pattern of values.
Dynamic Quality implies change to a NEW pattern of values and 'catching' a
NEW static latch. How high/low the quality is (relative to the pattern of
values you started with) of this new pattern of values can only be judged
after some time, however. That judgement depends on its stability and
versatility, which need time to be tested.
