I think we CAN tell fairly quickly whether a change results in a new pattern
of value or a pre-existent one. If the pattern of value existed before, the
change cannot have been Dynamic. If we associate 'newness' or 'creativity'
with DQ (which I tend to do), then we CAN tell almost immediately whether an
experience was Dynamic or not.
Change into a pre-existent pattern of value doesn't immediately imply
degeneracy however. The change from dictatorship to democracy nowadays is a
change from a lower to a higher quality pattern of value. Judging whether
the change from a pattern of value into another (pre-existent) one is either
a change to the better or degeneration may indeed only be possible after
enough time has passed.
