The scapegoated ones are from poor countries (or even parts of the
Netherlands: the group ranking highest in criminal statistics is youths from
    the Netherlands Antilles...).
Promoting immigration control is good from a social level perspective
(society maintaining/protecting itself). Although: allowing selective
immigration (from those most motivated and able to contribute to society) is
needed to counter decreasing and 'greying' of our population because of
    lower fertility.
Promoting immigration control is bad from an intellectual perspective, if we
forget for the moment that the intellectual level requires a healthy social
level basis. It curbs individual freedom. It discriminates between people
who happen to be born on different spots on the globe.

That indeed happens (to the extent that they already have voting rights).
But please check your logic. Towns with a small cosmopolitan, well-to-do,
highly educated, elite part of the population not only have a relatively
large percentage of immigrants with on average low education (including
asylum seekers with relatively high education), but also a relatively high
percentage of aboriginals with low education who tend to scapegoat (without
much discrimination) all types of immigrants.

    With friendly greetings,

    Wim
