    Mark (MSH) and Mark Maxwell.

MSH, I responded in agreement to Platt's inferred point (not the facts
about Cuba's arrangements - which I doubt I know any less than he
does) This is rhetoric responding to rhetoric. Don't panic.

    Mark, You said
I'm happy to contemplate random influences in
evolution, at least at the Organic level.
Levees are not random mutations; they are static
strategies developed by higher evolutionary levels

I say, actually Mark I do support honest, well considered, "creative
destruction" in principle, but that's another issue (Remember - let's
break some eggs). All I would point out here is not to assume that
higher level human (social & intellectual) developments are
necessarily well planned for positive ends. More cock-up than
conspiracy (rational planning) in my experience - Many a slip, twixt
... Disaster snatched from the jaws of victory. Look at language.

The state of the Levee's in New Orleans the day of Katrina were as a
result of cumulative cock-up over decades, not as they were "planned"
to be for that event (political misrepresentation and
misunderstanding of priorities I'd guess - they didn't have the MoQ to
    help with their decision making.).
