The same as they were in the centuries before Constantine, ie derived from
interpretation of 'render unto Caesar' and so on. Christianity was born as a
non-state religion and it functions best in that way, despite the various
detours - and despite the 'ghost sitting on the throne of the Roman Empire'.
Paul says various things about accepting authority in Romans which are
relevant.
