You may be right but I can't find anyplace where he says that. He does say
both DQ and SQ are needed. The ideal relationship between DQ and SQ,
Pirsig says, is like Robert's Rules of Order.
"Phaedrus was surprised by the conciseness of a commentary on Robert's
Rules of Order that seemed to capture the whole thing in two sentences: No
minority has a right to block a majority from conducting the legal
business of the organization. No majority has a right to prevent a
minority from peacefully attempting to become a majority. The power of
those two sentences is that they create a stable static situation where
Dynamic Quality can flourish." (L-17)
Such a relationship between DQ and SQ allows for winners and losers among
competing parties while terms like moderation, accommodation and
compromise do not. The whole episode of brujo and the Zuni suggests
"balance" between DQ and SQ can be detrimental if held as an ideal.
