Bear with me, I'm new. The way I interpret this is that the universe with a capital "U" is at the level of Dynamic Quality. While the universe as we interpret it (lower case "u") consists of the various static patterns of quality.
Thus if you want to talk about capital "U", yes we can be immoral to the extent that we get bogged down in our static patterns and avoid dynamism. As Pirsig tells us, this is up to us. This basically means that we have to be immoral in the grand Universal dynamic sense to some extent because without static latching, chaos ensues. How much dynamic immorality is really up to us.
In the static universe (that which we interpret and intellectualize) of course we can be immoral because we say we can! Morality in this sense is part of a grand social/intellectual static pattern. Under which, we are taught that. "Yes there is morality, and yes there is immorality." It is an ingrained pattern. The pattern itself, one could argue, is part of that moral order of the Universe, but soon I am going to start contradicting myself, so I'll leave that for your examination.
