<< IMO, according to what happened after the Dutroux- case I agree
on that. Law is Law !!!
Not as to the spirit of the Law is Law the LAW, but as well as in the letter
is Law THE LAW !! That kind of reasoning of the Intellect makes it
indeed very unpopular into Society. In that case it seems indeed that
Intellect ignores Society, but IMO to keep Society in the palm of their
hand a question not to use frequently.

What would society say if people were FORCED to take up extra education
classes as you seem to suggest here?

Should we care for people who made in the past a " bad choise " !?
If not, is than this a Social point of view or an Intellectual one !?
In other words, solidarity is that something of the Social or something of
the Intellect !?
If it is something of the Intellect thrown upon the Social than, it would
mean
for example IMO, a possible explanation for racism, intolerance, because
it would oppose our Self up against ourselves.
That is, if I had a genetic defect which drives me to intolerance,
solidarity
thrown upon me with others would place myself against myself...that is
perversive...and would lead to intolerance and racism....

What if they don't follow them because they have no choice not to? Because
they don't understand why they do wrong? Sense of decency is only a good
fundament if you assume everyone has one. What if there are medical reasons
for a lack of this sense? Lock them up and throw away the key just because
they are Ill ?
