 dear squonk,
i kind of understanding what you are saying but i do not see how time can be

And so is Time as no one can define it.
Time in the sense of measurement is an intellectual pattern of value
developed from inorganic and biological regulations; i.e. values. (Planetary
motions and biological functions.)
This 'truth' time as i call it, for its function is in establishing truths,
(truth being an invention of the intellect) has traditionally been an
embodiment of causal relationships.
This view has been under increasing challenge for the last hundred years or
so, and may soon play little part in physics?

A physics based upon Quality will not, i feel, involve concepts of time as
measurement.
Newtonian physics can't do without truth time.

All the best,
Squonk.
