By environment, I hope you mean the social. JFK said,
"The boat rises with the tide." While he was
specifically referring to economies, I think that it
is a good analogy for what we are talking about here.
In ZMM Pirsig talked about how it starts with what you
can do here and now, to/for yourself to begin to
improve (things). I think that we have to work on
ourselves first - the social will follow.

IMMHO, individuals tend to be instinctively protective
towards their environment anyway. It's just that the
environment that we work on tends to be immediate.
The difference in what you and I are talking about,
then, is in the global/local focus. As we, as
individuals, improve, seek quality, etc., our
immediate environments will tend to improve as well
(i.e., the rising tide). I think that is something
real to shoot for - the improvement of our immediate
environment. There is a Jewish saying that goes
something like this, "If you have saved one person, it
is as though you have saved the world." I believe
that comes from the Talmud.

You seem to be seeking a global (i.e., collective)
solution that works top down (Pirsig's imagery). MoQ
says, if I understand what Pirsig is saying, that we
should instead be working from the bottom up. The
collectivist/global solution will just get us into
trouble.

I feel like I'm not quite articulating it as well as I
could.. I'll leave it for now as something to think
about.
