Yes, oral language emerged and evolved in social evolution and the jump to
the intellectual level required language reliably conveying emotions. (See
the event I describe in my 30/8 23:20 +0200 post to Scott for an
illustration.) I used 'tradition' in another sense than you do, but it won't
help much if I try to explain that I think.
I don't find your different definitions of 'intelligence' (which you
associate with the social level) and 'intellect' (which your associate with
the intellectual level) helpful. The event you describe doesn't seem very
realistic to me. I don't think agriculture grew from some 'Joe' observing
discarded seeds (or berries) sprouting and growing and reasoning that having
them grow nearer his cave would provide for a nearer (and bigger) source of
food in the future.
More likely a ritual for pleasing a God/spirit associated with abundance or
shortage of wild grains/berries next season will have involved 'offering'
some of the grains/berries of this season to the God/spirit. The growing of
foodstuffs (from sprouts of the offerings) nearer the cave and in more
abundance will then have been 'explained' as a favor of that God/spirit and
as a success of the ritual.
