I think if you look at the 'evolution' that Pirsig describes you see every next level has more Dynamic Quality. Every level holds static quality as well. Values and morals derived from those patterns do not differ that much in terms of good or bad. I would even say, they don't differ at all. All that matters is, they're static patterns, therfor they're not dynamic, therefor they keep you away from pure dynamic quality. The reason that one level takes precedent over the other is because it's closer to 100% DQ, but this does not mean that the stattic patterns in this level are of more value than those in a lower level.
