You've got it completely backwards Johnny. The MoQ states that we expect
things to either vary (change) or continue (remain the same) because reality
has both static and dynamic aspects.... and NOT vice versa. In fact,
according to Pirsig, that reality has these dual aspects is the very first
thing a human being notices about the world...

If the baby ignores this force of Dynamic Quality it can be speculated that
he will become mentally retarted, but if he is normally attentive to Dynamic
Quality he will soon begin to notice differences and then correlations
between the differences and then repetitive patterns of the correlations.
