So if I understand you correctly, you believe that the Allies' occupation of
West Germany and Japan stood in the way of freedom rather than encouraging
it to flourish? If so, how do you explain this sentence from Wikipedia
describing the occupation of Japan?
"The new constitution (installed by MacArthur) guaranteed basic freedoms anc
civil liberties ..."
The Allies established democratic governments in both German and Japan which
guaranteed individual rights similar to those enjoyed in the U.S. Do you
have contrary evidence?

I think what he is saying and what your quotes suggest is that the losers'
freedom to guide their own destiny was severely restricted.
