Hi Ian,
Welcome to the MoQ Forum. I'll take a stab at answering your questions.
> (1) Is "horse" still the webmaster of MoQ and is darkstar still his/her
> address ?
Yes.
> (2) Is MF formally defunct, or just inactive for lack of input /
> moderation ?
Defunct due to lack of input/moderation.
> (3) What is the relationship between the Quantonics site and
> the MoQ site, practically ?
None that I'm aware of other than embracing the MoQ .
> (4) Depending on the answers to 1 to 3, is MD

Yes, although the Quantonics site may offer a conversation format. I
haven't looked lately.

Your quest is most interesting. Whether this forum can lead you to further
steps along your path only time will tell. For starters, I'll pass along
what strikes me as a "quality" observation:
People only simplify under pressure. (Corollary: Man is a complicating
animal.)
I've often thought that if business organizations want to improve their
communications to their various publics, they ought to imitate the methods
of daily newspapers whose survival depends on translating under the
pressure of time a vast body of information into meaningful "intended
messages" Your viewing information as active (C.1 in your manifesto) keys
in with the newspaper model for handling communications.
In any event, the irrational is not out of bounds here, although we try to
keep our messages reasonably coherent. :-)
