It IS law in the Netherlands. Why do you think it is untenable?
The regimen in Dutch jails (especially for those who are considered a lethal
risk to fellow inmates or jailers) is such that murder hardly occurs in
jail.

I don't understand your remark that 'global society is not such a
high-quality society yet, ... but surely not partly due to the unilateral
tendencies of those who would kill us and encourage their neighbors to do
likewise'.
Who are 'those' people you are referring to and why would their tendencies
to promote either co-operation of their country with other countries or
autonomous national action on a global scale be relevant to leading global
society toward higher quality?
