Oddly, Sam thinks this settles it:

Huh? I don't have a copy of the book yet and am curious what question
prompted this answer. (Its out of context) But more to the point, this quote
is entirely irrelevant to the question. The question is whether or not "all
humans have intellect", but this quote only says that all four levels exist
together in the same person, not every person. I think you're trying too
hard. Square pegs and round holes, you know.
