If I may just add an appeal to authority, concerning my use of the

the world will be done: by individuals making Quality decisions and
that's all. God, I don't want to have any more enthusiasm for big
programs full of social planning for big masses of people that leave
individual Quality out. These can be left alone for a while. There's a
place for them but they've got to be built on a foundation of Quality
    within the individuals involved."

Incidentally "These can be left alone for a while." is in fact exactly
my appeal to stop debating the big global poiltical issues, and
    concentrate on the core.

Well Ian, when those words were written, was over thirty years ago.  A lot has happened since.  Things have been left alone a long, long while.  Don't  you think it's possible to  attach so much static value to a quote that it becomes meaningless ?  The future is always somewhere else down the path.

I would argue that global events seem to be of an urgent enough nature to require some quality attention.  I mean we have a clash of values of the most extreme order on our hands with oscillating anger headed for more violence and destruction.
Mr. Pirsig is talking in this quote about a personal  feeling he had which was a reflection of where he was standing at the time.  And it makes a lot of sense when you consider the radical ideas flowing chaotically out of the 60's to not push any more programs at people.   But whether or not he personally feels that way now, I personally feel that the world needs us.
