That doesn't sound right to me. DQ is universal only in the sense that it is
ubiquitous, like "everything". What we admire about DQ is creativity, and
creativity only shows up (as far as we can tell) in individuals. In answer
to Arlo's question "what is an individual" I responded "An individual is a
decision-maker, an observer of the decisions made by itself and others, an
evaluator of those decisions, and the creator of new patterns in order to
change the range of choices". (I do not assume that the class of individuals
is restricted to human beings, but those are the only ones we ordinarily
know about. A horse is not an individual, since its behavior is governed by
instinct, but perhaps in some esoteric sense the horse species is an
individual.) It is only in individuals that we can directly observe DQ in
action.
