Platt you are becoming paranoid. NO body wants to impose laws forbidding
you from buying a snow blower.

You raised some valid points here. You my find are now an entrepreneur
who has been given $1,000 plus gas money and would like you to solve the
15 points you brought up by creating an enterprise that would profit a
few individuals. Look it's cold outside and not every one in the
neighborhood is ready to jump out of their pajamas and plow their drive
way. So it's up to you now to figure out a money making system using one
blower that would benefit the neighborhood.
