It's me again I think my question needs a little more detail, so I
added a few words to the end of the second par.

    Hi all,

Just a general question for discussion:

A society decides that a certain business activity is netting a low
quality outcome for its citizens. This society grabs a twinkle of DQ
and passes a law restricting this activity, resulting in a moral
    latch-up.

However, some individuals or institutions in the society really,
really want to participate in the now illegal activity, so they
decide to open branch offices in a different society, where no such
law has been passed and the low quality situation persists.

This decision is not technically illegal, but is it IMMORAL,
    according to the MOQ?

Thanks for any thoughtful feed back.
